United States Civil Flag (Civil Flag of Peace)
Said to be the first U.S. Flag for civilian versus military purposes, designed in 1799 by Oliver Wolcott Jr., Treasury Secretary under John Adams. Alternating red and white stripes originally represented the states of the Union, with a white rectangle in the upper left corner containing the Union eagle.
Wolcott?s vertical stripes denoted civilian authority under the Treasury Department rather than military authority under the War Department, and was actively flown on Revenue Cutters (now called Coast Guard Cutters), which collected tariffs and other taxes imposed on foreign goods.
In the early United States, horizontal stripes became accepted insignia for military posts, and vertical stripes for civilian establishments, adopted as well by Merchants and Common citizens to symbolize their Constitutional rights.
Display the civilian flag to remind Americans (and their "leaders") that The People are sovereign and endowed by their Creator with life, liberty and the pursuit of happiness. The Civil Flag symbolizes a desire to return America to the principles on which she was founded.
